Why people look for a PDF, and what they actually need
Searching for a Highway Code book or a downloadable PDF is a reasonable instinct: one file, everything in it, works offline. The difficulty is that the two things that make a study aid useful for this exam - being current and being testable - are exactly what a downloaded file cannot be.
Belgian traffic regulations are amended regularly, and regional rules diverge. A PDF found on a forum carries no date you can trust and no indication of what has changed since. Studying from a version that is two amendments behind is worse than not studying that chapter at all, because you will answer confidently and wrongly.
Reading is not the same as being able to answer
The deeper problem is not the format but the method. Reading a chapter produces recognition - the comfortable feeling that you have seen this before. The exam asks for retrieval, in about fifteen seconds, with three plausible options in front of you.
The gap between the two is where most failures live. It closes only by answering questions and reading why the answer was wrong, which is something no static document can do for you.
A workable rule: read to understand a chapter once, then spend the rest of the time answering questions on it. Never the other way round.
Where the official texts are, if you want them
The Belgian Highway Code exists as a formal royal decree, published in French, Dutch and German, and available through the official Belgian legislation channels. There is no English version with legal force.
It is worth knowing it exists, and worth knowing that reading it front to back is a poor way to learn: it is written to be unambiguous in a courtroom, not to teach someone starting from zero. Use it to settle a specific point, not as a course.
What to use instead
The combination that works is a short structured lesson per chapter, then questions on that chapter with explained answers, then timed full-length mock exams once the chapters hold up individually.
| Aid | Kept current | Tests you | Verdict |
|---|---|---|---|

| Printed manual | Only at its edition date | No | Fine as a reference, weak as practice |
| Official decree | Yes | No | Authoritative, unsuited to learning |
| Online course + quizzes | Yes | Yes | The combination the exam actually rewards |

Frequently asked questions
Where to find the highway code as a free PDF?
Instead of a quickly outdated PDF, PermisBelges.be offers free up-to-date courses, a full sign gallery and GOCA tests on any device.
Is there an official Belgian Highway Code PDF?
The Highway Code is a royal decree published in French, Dutch and German through the official Belgian legislation channels. There is no English version with legal force, and copies circulating on forums carry no reliable date.
Can I pass the theory exam by reading a book alone?
Rarely. Reading produces recognition; the exam asks for retrieval in about fifteen seconds. The gap closes by answering questions and reading why the wrong answers were wrong.
Is a printed Highway Code manual still useful?
As a reference, yes. As your only preparation, no - it cannot tell you which chapters you are weak on, and it is only current as of its edition date.
Is the online course free?
You can start for free, with no card details. The lessons, topic quizzes and mock exams are accessible from the browser and from the Android app, sharing the same account and progress.
