The three special zones: definitions and limits
Belgium has three types of zones with special traffic regulations, marked by specific signs. Each imposes a strict speed limit and rules of conduct adapted to protect vulnerable road users.
C43 (30 km/h)
Speed limited to 30 kilometres per hour. The prohibition on driving faster applies from the sign until the next intersection inclusive , or until any other C43 sign (with or without zone validity), or until the sign indicating the beginning or end of a built-up area, residential zone, meeting zone or pedestrian zone.

Zone 30: traffic and priorities
In a zone 30, the speed is limited to 30 km/h (art. 22quater). This is the only special rule of the zone: unlike the residential zone or meeting zone, no special rules apply to pedestrians, games or parking, and standard priority rules remain in force. Pedestrians must use the pedestrian crossing when one exists within approximately 20 metres (art. 42.4.1). Elsewhere, they may only enter the roadway with caution and taking into account approaching vehicles (art. 42.4.4).

Residential zone and meeting zone
Zone delimited by signs F12a (entry) and F12b (exit), where the speed is limited to 20 km/h (art. 22bis). The residential zone is one where the housing function is predominant; the meeting zone has similar characteristics, but activities may be extended to crafts, commerce, tourism, education and recreational activities (art. 2.32). Both bear the same signs and follow the same rules : pedestrians across the full width of the public road, games permitted.

In a residential zone or meeting zone, speed is limited to 20 km/h . Pedestrians may use the full width of the public road and play is permitted there . Drivers must neither endanger nor obstruct them: if necessary, they must stop , and they must exercise extra caution in the presence of children. For their part, pedestrians may not obstruct traffic without necessity (art. 22bis).

Parking in a residential zone
In a residential zone as in a meeting zone, parking is prohibited , except in two cases only (art. 22bis, 4° a): at spaces delimited by road markings or a surface of different colour on which the letter « P » is reproduced, and at places where a traffic signal permits it . By way of exception to the general rule of article 23.1.1, stationary or parked vehicles may be positioned to the right or left relative to the direction of travel.
Construction zones: temporary limitations
A construction site is not a « zone » within the meaning of the regulation: the code sets no speed limit specific to construction sites . The speed to be observed is that imposed by the signalling placed on site, most often a C43 signal (30, 50, 70 or 90 km/h as the case may be), and it applies until the signal ending it. The signalling of the construction site is the responsibility of the person executing the work (art. 78.1.1). In the absence of a signal, the ordinary limit for the road remains applicable; article 10.1 in any case requires adjusting speed according to the presence of workers, the condition of the roadway and visibility.

The speed to be observed is that displayed by the construction site signalling (signal C43): the regulation provides no « default » limit for construction sites. This limitation applies until the next intersection inclusive, until another C43 signal or until the C45 end signal.

Immediate licence withdrawal
The driving licence may be withdrawn immediately when the maximum authorised speed is exceeded by more than 20 km/h in a built-up area, in a zone 30, near a school, in a residential zone or in a meeting zone, and by more than 30 km/h everywhere else (law of 16 March 1968, art. 55). Pay attention to the legal wording: « more than 20 km/h » means strictly more, i.e. 51 km/h in a zone 30 and 41 km/h in a residential zone. Withdrawal is a discretionary power : it is ordered by the Public Prosecutor or by the judicial police officer, it is not automatic.
To remember for the exam
Remember the fundamental difference: zone 30 has only one particular rule, speed (30 km/h); priorities and parking remain ordinary there. Residential or meeting zone (20 km/h), by contrast, changes the entire regime: pedestrians on the full width, play permitted, parking prohibited except « P » or signal, to the right or left. Do not confuse with school street (art. 22undecies) and pedestrian zone (art. 22sexies), where one travels at walking pace and not at 20 or 30 km/h. Finally, for penalties, the exam uses the legal wording: more than 20 km/h above the limit in these zones permits immediate withdrawal.
