Breaking down on a motorway: hard shoulder, warning triangle, high-visibility vest and the behaviour Belgian law requires.
Coverage, Behavior in case of breakdown
Lesson objectives
Know the mandatory equipment and its use in case of breakdown on the motorway Master the safety procedure: emergency stopping area, vest, triangle, call 112 Understand the positioning and waiting rules in case of breakdown
The emergency stopping area (ESA)
The emergency stopping area is a zone reserved on the right edge of the motorway, delimited by a continuous white line . It can only be used in case of breakdown or accident . Driving, stopping or parking on the ESA for other reasons (consulting a GPS, answering the phone, resting) is strictly forbidden .

The three essential pieces of equipment
Three texts combine in case of breakdown, and they are read in this order. Article 51.1 first requires parking the vehicle in the same way as a parked vehicle . Only if the vehicle cannot be moved, or can only be parked in a place where stopping and parking are forbidden, which is the case on a motorway, must it be signaled by the warning triangle . The driver may also operate all direction indicators or place a portable flashing yellow-orange light. Article 51.4 then requires the retroreflective safety vest , on motorways and motorcar roads, as soon as the driver exits the vehicle . And article 51.2 sets the position of the triangle.
1. The warning triangle
The triangle is placed before the vehicle , in a substantially vertical position, at a minimum distance of 100 meters on the motorway , against 30 meters on ordinary roads, and in such a way as to be visible at approximately 50 meters for approaching drivers (art. 51.2). Pay attention to the order of actions: since you must exit the vehicle to place it, the vest must be put on first . Article 51.4 is explicit: it must be worn as soon as you exit the vehicle .
The order that comes up in the exam: hazard lights → retroreflective vest before opening the door → exit on the side opposite to traffic → place the triangle 100 m away → take shelter behind the barrier → call for help. Putting on the vest after exiting, or placing the triangle without it, violates article 51.4 at the moment when you are most exposed.
2. The yellow safety vest
Article 51.4 concerns the driver of a broken-down vehicle parked, on a motorway or motorcar road , in a place where stopping and parking are forbidden: they must wear a retroreflective safety vest as soon as they exit the vehicle . The text requires wearing it, it does not say where to store it. But the practical consequence is obvious: a vest at the bottom of the trunk cannot be put on before exiting. Keeping it within reach in the cabin is not a written obligation, it is the only way to comply with the one that is.
What the text requires, and what is common sense
Two statements not to be confused in the exam. Legal obligation : wear the vest as soon as you exit the vehicle, on motorways and motorcar roads (art. 51.4). Safety advice : store it in the cabin rather than in the trunk, no text requires it, but this is what makes the obligation practicable. For passengers, the vest is not required by article 51.4, which only concerns the driver. It remains highly recommended.
3. Hazard lights
Turn on the hazard lights as soon as you stop on the ESA. They signal your presence to other drivers and complement the triangle's warning.

Complete procedure in case of breakdown
Step 1: Park on the ESA as far to the right as possible Step 2: Turn on the hazard lights Step 3: Put on your yellow safety vest Step 4: Place the warning triangle 100 m upstream Step 5: Exit the vehicle and wait behind the protective barriers Step 6: Call 112 or use an emergency call box if available
Where to wait: behind the safety barriers
On the motorway, the correct procedure is to exit the vehicle on the side opposite to traffic and take shelter behind the safety barrier . A vehicle stopped on the emergency stopping area is regularly hit: staying inside means staying in the impact zone. Useful clarification: this procedure is strongly recommended by all road safety services, but article 51 does not make it mandatory. What is required is to park the vehicle, signal it and wear the vest.
Once out of the vehicle
Do not get back in the car to wait, and do not stay in front of it: position yourself behind the barrier , upstream of the vehicle. If no barrier exists, move away from the edge of the road. A point that the code explicitly provides for (art. 51.5): on motorways and motorcar roads, the qualified officer arranges for the vehicle and its cargo to be moved at their own risk and expense .
Calling for help: 112
The 112 is the international emergency call number. Call it to report your breakdown. If an emergency call box is nearby (especially in tunnels), prefer it to your mobile phone. When calling, mention: The exact location (road number and kilometre) The direction of traffic The nature of the problem (breakdown, accident, etc.)
Emergency stopping lane (ESL)
Area reserved on the right edge of the motorway, delimited by a continuous white line. It can only be used in case of breakdown or accident. Driving, stopping or parking for other reasons is prohibited.
Reflective safety vest
A retroreflective jacket that the driver of a broken-down vehicle must wear as soon as they exit their vehicle , on motorways and roads for motor vehicles, when the vehicle is parked in a place where stopping and parking are prohibited (art. 51.4). The text requires wearing it, not a storage location, but keeping it in the passenger compartment is the only way to put it on before getting out.
Warning triangle
Mandatory equipment on board (art. 81.2), placed in front of the broken-down vehicle in a substantially vertical position: at least 100 m on motorways , 30 m on ordinary roads , and in such a way as to be visible at approximately 50 m (art. 51.2). In built-up areas, where the 30 m cannot be respected, it may be placed closer, or even on the vehicle.
What you must NEVER do
Towing: what article 21.4, 5° prohibits on motorways is towing by means of a makeshift attachment or secondary attachment , not towing itself. Regular breakdown assistance remains possible. U-turn, reversing, wrong direction to reach a missed exit: prohibited in all circumstances (art. 21.4, 2° and 3°). The emergency stopping lane is not a parking area: only areas marked E9a allow stopping and parking (art. 21.4, 4°). Exiting without the vest : direct breach of article 51.4.
Key points to remember
Art. 51.1 : park the vehicle like a parked vehicle; if it can only be parked in a prohibited place, signal it with the triangle Art. 51.2 : triangle in front of the vehicle, 100 m on motorway, 30 m on ordinary road, visible at approximately 50 m Art. 51.4 : retroreflective vest as soon as exiting the vehicle, on motorways and roads for motor vehicles Order of actions: hazard lights → vest before opening the door → exit on the side away from traffic → triangle → behind the barrier → assistance Art. 51.5 : on motorway, the qualified officer has the vehicle moved at the driver's expense Art. 21.4, 4° : stopping and parking prohibited except in areas marked E9a , the ESL serves necessity, not rest Art. 21.4, 5° : what is prohibited is towing by makeshift or secondary attachment 112 or the emergency call box; provide the road, kilometre and direction of traffic
